The Bali Provincial Government is accelerating the data collection of Sustainable Food Agricultural Land (LP2B) as part of its efforts to strengthen the protection of productive farmland from land conversion. The initiative aims to safeguard food security while supporting sustainable development across the Island of the Gods.
Bali Governor Wayan Koster reaffirmed the provincial government’s commitment to expediting the identification and designation of LP2B areas in all regencies and municipalities throughout Bali. He made the statement while receiving Suyus Windayana, Director General of Spatial Planning at Indonesia’s Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), in Denpasar.
According to Koster, the LP2B data collection is a strategic measure to control the increasing rate of agricultural land conversion, which continues to pose a major challenge to Bali’s farming sector. The provincial government aims to ensure that productive farmland is preserved despite the growing demand for development and investment.
“We must continue to protect our productive farmland. The Bali Provincial Government fully supports this effort, including through strengthening agricultural infrastructure,” Koster said.
He explained that Bali has already established a legal framework to protect agricultural land through Bali Provincial Regulation No. 4 of 2026 on the Control of Productive Land Conversion and the Prohibition of Nominee Land Ownership. In addition, agricultural land protection is reinforced under Provincial Regulation No. 2 of 2023 concerning the 2023–2043 Bali Provincial Spatial Plan (RTRW).
Under these regulations, the provincial government emphasized that it will not approve investment projects that require the conversion of productive agricultural land. Koster noted that tourism development and other infrastructure projects can still proceed as long as they do not utilize productive farming areas.
The Bali Provincial Government is also preparing various forms of support and incentives to maintain productive farmland and prevent its conversion into non-agricultural land.
According to Koster, the LP2B protection policy aligns with Bali’s long-term development vision, which prioritizes a balance between economic growth, environmental conservation, and the sustainability of the agricultural sector as an essential part of Balinese culture and community life.
