3 Reasons for Not Opening 2026 CPNS Formations, Closely Linked to PPPK & Honoraries

The government is reportedly holding off on opening the 2026 CPNS (Civil Servant Candidates) formations as it remains focused on restructuring honorary workers and processing the appointment of government employees with work agreements (PPPK).
This policy has raised many questions from the public, especially potential applicants who have been anticipating the opening of the state civil apparatus selection for next year.
Here are the three main reasons considered to be the government’s primary considerations:
1. Focus on Resolving the Restructuring of Honorary Workers The government is currently prioritizing the resolution of the status of honorary workers who have long served in both central and regional government agencies. The restructuring of honorary staff is seen as a vital agenda item to ensure that bureaucratic reform and the staffing system become better organized.
2. Priority on Appointing PPPK In addition to honorary workers, the government remains focused on appointing Government Employees with Work Agreements (PPPK), particularly for teachers, healthcare workers, and technical personnel who are still urgently needed across various regions. Public policy observers assess that the demand for basic service personnel is currently more pressing than opening new CPNS formations in large numbers.
3. Adjusting ASN Needs and Budgetary Constraints The government is reportedly conducting an evaluation of the actual needs for the state civil apparatus (ASN) across various ministries and local governments to ensure recruitment is more effective and aligned with real requirements. Beyond employee needs, budget efficiency aspects also serve as an important consideration before opening new CPNS formations.
The National Civil Service Agency (BKN) previously emphasized that the ASN recruitment policy will be continuously adjusted to match the direction of bureaucratic reform and national public service needs.
Labor observers assess that postponing or restricting CPNS formations could impact job competition for fresh graduates who have traditionally viewed becoming an ASN as a primary career choice.
Nevertheless, the government assures that the restructuring of the ASN system is being carried out to create a more effective, professional, and sustainable bureaucracy for the future.
