Indonesia’s Supreme Audit Agency (BPK) is urging the Ministry of Transportation (Kemenhub) to strengthen adaptive governance capable of responding to technological developments as part of the country’s transition toward Government 5.0. The transformation is expected to improve the quality of decision-making and public services.
BPK Member I Nyoman Adhi Suryadnyana said the concept of Government 5.0 goes beyond simply adopting digital technology. Government institutions must also establish data-driven decision-making systems, strengthen internal controls, proactively manage risks, and ensure information security.
According to Nyoman, the quality of government financial reports is an important foundation for this transformation. Financial statements should not merely serve as accountability documents but can also become strategic resources for determining public policies and fiscal decisions.
“Government 5.0 not only requires the use of digital technology, but also data-based decision-making, proactive risk management, stronger internal control systems, and data security protection,” he said during the presentation of the Audit Report (LHP) on the Ministry of Transportation’s 2025 Financial Statements in Jakarta on Thursday.
BPK identified several challenges that the Ministry of Transportation needs to address during the transformation process. These include differences in levels of digital maturity, fragmented data, readiness to utilize artificial intelligence, and governance integrity.
The agency also highlighted the need to strengthen human resources in digital technology and cybersecurity, along with greater cross-sector collaboration. These challenges need to be anticipated to ensure that technology adoption remains aligned with organizational requirements and public service needs.
The Ministry of Transportation is considered strategically important because the transportation sector directly affects public mobility. Therefore, digital transformation within the ministry is expected not only to improve internal processes but also to enhance the quality of transportation services for the public.
During its examination of the Ministry of Transportation’s 2025 financial statements, BPK also issued a number of recommendations aimed at supporting continuous improvements in governance.
As of the first half of 2026, 1,926 of the 2,183 BPK recommendations had been declared completed. The completion rate reached 88.23 percent, forming part of broader efforts to strengthen accountability in government management.
